The TotalEnergies is hiring a Technical Manager Terminals.
Context and Environment
- Wide geographic coverage with differing asset maturity levels across north (Nacala), center (Beira), and south (Matola).
- Need for high operational reliability with aging infrastructure and complex logistics.
- Oversee terminal and network asset maintenance using digital tracking (CMMS).
- External contractor ecosystem requires strict supervision, qualification, and performance control.
- Must deal with people of different backgrounds (cultural, educational, religious, professional).
- To effectively manage and minimize HSE risk within area of responsibility by ensuring.
- Ensure that HSSE competency requirements are identified & enforced within area of responsibility.
Activities
1. Regulatory and HSEQ Compliance
- Promote and enforce TotalEnergies Safety Golden Rules and Group HSEQ standards in all activities.
- Organize and participate in safety tours, lifesaving checks, site audits, and cross-functional safety reviews.
- Prepare technical documentation for regulatory inspections and licensing.
2. Leadership and Strategic Oversight
- Lead the integrated engineering and maintenance function across terminals, ensuring alignment with Company Technical and HSEQ requirements.
- Support Operations Director in strategic CAPEX/OPEX planning, long-term asset renewal, and engineering budget forecasting.
3. Maintenance Strategy and Execution
- Ensure execution of preventive and corrective maintenance for Terminals.
- Oversee CAPEX-level maintenance at terminals while coordinating with Logistics teams for OPEX interventions.
- Develop and implement Maintenance policy using asset criticality and hierarchy classifications, in alignment with the Companies terminal maintenance policy.
- Review and validate maintenance scopes, work orders, and shutdown plans.
4. Asset Integrity and Tank Inspection Compliance
- Lead technical integrity programs including implementation of inspection plans, condition monitoring, and critical safety testing.
- Ensure full compliance with tank inspections requirements according to TotalEnergies policy.
5. CMMS and Performance Monitoring
- Define and implement preventive and corrective maintenance strategies for all facilities.
- Supervise the CMMS system configuration and ensure data completeness, asset coverage, and usage discipline across all sites.
- Lead performance monitoring using CMMS, and ensure high-quality, auditable maintenance records.
- Supervise and ensure timely and accurate monthly Maintenance KPI tracking of Safety integrity performance indicators, including, Maintenance backlog and equipment downtime, budget control and cost performance.
- Review KPI trends with direct reports to identify corrective actions, anticipate risks, and support decision-making for resource allocation, technical priorities, and continuous improvement.
- Interface with Logistics team for coordination of terminal-level maintenance tasks.
6. Capital Project Execution
- Manage full project lifecycle as per company rules and Directions.
- Validate and sign off on engineering documentation (BoQs, specs, P&IDs, cause & effect matrices, layouts).
- Contribute to risk assessments and technical audit processes.
- Guarantee technical integrity and operability of delivered assets.
7. Management of Change (MoC)
- Enforce strict application of company rules for management of change and company MOC procedure.
- Lead MoC reviews during projects, asset modifications, and process updates.
8. Contractor & Project Supervision
- Manage procurement and supervision of engineering contractors.
- Conduct bid evaluations, negotiate technical contracts, and monitor execution.
- Lead field supervision for CAPEX works (tanks, pipelines, utilities) ensuring HSE, cost, and schedule.
- Define and review technical scopes for service contracts.
- Supervise contractor performance, enforce HSEQ compliance, and apply penalties or incentives as per contrats.
9. Team Management and Skill Development
- Manage and coach the team, set objectives and evaluate performance.
- Organize regular training on technical standards, safety expectations, and use of digital tools (CMMS).
- Support terminal-based maintenance teams with expertise, training, and escalation management.
- Drive team performance, knowledge transfer, and technical upskilling within engineering and maintenance functions.
- Promote a continuous improvement of culture across the engineering and maintenance function.
Candidate Profile
- University degree in Engineering (Mechanical, Electrical, Civil, or related field).
- 5–10 years of progressive experience in industrial project execution and asset maintenance.
- Prior experience leading cross-functional technical teams and managing external contractors.
- Advanced user of CMMS platforms and project planning software.
- Proficient in MS Office, AutoCAD/engineering drawing tools, and digital documentation platforms.
- Strong leadership and team coordination.
- Excellent communication across technical and non-technical stakeholders.
